The Rock County Sheriff’s Office operates an Electronic Monitoring Program as a cost-effective way to impose sentences on offenders sentenced to Huber. Under the program, the inmate’s residence becomes an extension of the jail.

The Electronic Monitoring Program is an opportunity available to inmates that meet specific qualifications. The program is a change in housing assignment, not a right. This will allow the inmate to maintain family relationships and fulfill employment responsibilities more efficiently.

To be placed on the program, the inmate must be serious about serving their sentence in a cooperative, positive manner and display a willingness to participate in any needed counseling or treatment.

At the discretion of the Diversion Program Supervisor, inmates selected for the program may do all or only part of their sentence on the program. Inmates will be required to sign an agreement to follow all program rules. Inmates who are not able to abide by the rules will lose the benefits the program offers and will be returned to jail to serve out the remainder of their sentence.

Upon being sentenced, the individual must contact the Diversion Office within 72 hours and will receive instructions to stop by and fill out an application.

If the inmate is selected to participate, a Diversion staff member will make phone contact and schedule a date and time to come to the office and be placed on the program. On the scheduled report date, the inmate must have a cell phone and/or landline. Inmates must report clean and sober, they will be required to submit a urine test for drugs, as well as a breath test. Failure to report clean and sober will result in the inmate beginning his/her sentence in the jail.

Inmates are expected to pay a fee for the program. The daily fee is $9.45 per day, one-time processing fee of $52.75, as well as a $5.00 fee for the drug test.

If an inmate does not qualify for the program, a staff member from Rock County Sheriff’s Office will make contact with them and provide reasons for the denial and the last report date ordered by the sentencing judge.

Clients are referred to the program by the Court as a sentence requirement or by the Department of Corrections as an Alternative to Revocation. Inmates may also be accepted into the program on a voluntary basis.

RECAP is a 5-month program focusing on substance abuse, cognitive skills programming, restorative justice, academic and vocational education, in addition to preparation for release into the community. Each individual receives extensive hours of programming each week, along with individual counseling hours. Inmates graduate from the program after satisfactorily completing all program requirements. Completion times vary based on individual ability, effort and behavioral issues.

Work Release, commonly known as the Huber Law, is a court-ordered privilege that allows sentenced inmates to leave the jail for work, childcare/eldercare, schooling, or treatment. The Rock County Sheriff’s Office administers the Work Release Program under a strict set of rules. The inmate's court commitment must state “With Full Huber” in it, to be allowed release for these privileges. The inmate’s preparations that are made prior to incarceration will determine the inmate’s ability to exercise the Work Release privileges in a timely manner.

Employment Verification

• Upon arrival at the Work Release Facility, the inmate will be given a work verification form. This form must be filled out completely and turned into the Work Release Office.
• All employment must be verified, which may take some time if your employer is not available. Keep in mind that no Work Release Officers are available on weekends or holidays and the Work Release office does not verify employment prior to incarceration.
• If it is necessary for the inmate to get out early the morning after the inmate’s turn in date, it is recommended that the inmate turn themselves in earlier than the assigned time of 1:00PM. It is not a guarantee that the inmate will get out for work right away.
• The Work Release Office has the right to verify employment within 48 hours of arrival, but will do so at their earliest convenience.
• The inmate will be allowed to work/school/childcare/eldercare for a maximum of twelve (12) hours per day and six (6) days per week. The amount of time allowed out will be determined by the Huber Office and the request by employer.
• Inmates may work in Rock County or any Wisconsin county bordering Rock County without a court order. A court order is required to work outside of the state or beyond a bordering county.

Job Searches / Medical Appointments

• The inmate may be allowed up to one (1) job search per week. A Social Security Card and Wisconsin Identification card or Driver’s License are required and must be in the inmate’s possession in order to be released for a job search.
• There are application request forms available in the units for the purpose of obtaining application forms from local businesses.
• The inmate will be allowed to job search at those businesses that require applications to be filled out at the business, including temporary agencies. The inmate should bring with them information on past work experiences, addresses, phone numbers, and dates of employment.
• The inmate will be allowed to attend medical appointments if they are found to be medically necessary. Yearly physicals and dental cleanings are not allowed. Inmates with Work Release are responsible for the cost of all medical care.

Transportation

• It is the responsibility of the inmate to provide the jail staff with accurate transportation information.
• If the inmate plans on getting a ride, they must include the driver’s name, address, phone number, and vehicle description.
• Anyone picking up an inmate from the Rock County Work Release facility must have a valid driver’s license. If the inmates will be driving themselves, they must bring in a valid driver’s license, vehicle registration, and proof of insurance.
• Personal vehicles can be parked on Rock County property if inmate provides proper documentation to drive. The inmate must be employed to be able to park on Rock County property.
• The Janesville Transit System (JTS) is available as a source of transportation. The use of the JTS will be left to the discretion of the Work Release Office. This will depend on the projected destination and allotted time allowed. Inmates will not be allowed to use JTS for work searches.

Alcohol and other drug addictions (AODA) are recognized as being strongly correlated with numerous criminal behaviors in which individuals display that lead to their incarcerations. Therefore, it is essential that inmates in the RECAP program recognize the role that alcohol and/or drug use has played in their life and the destruction that it has created for them emotionally, physically, socially, occupationally, financially, legally, and in their interpersonal relationships.

The RECAP program requires each inmate to openly address their personal addiction issues through weekly group-facilitated educational classes in the presence of their peers and their Counselor. All RECAP inmates with a suspected or known alcohol or drug related issues need to attend a minimum of 22 AODA classes that focus on a variety of topics. These subjects include the following:

• Identifying the "ripple effect" that their substance use has had on their family, friends, employers, and significant others.
• Understanding the "disease" model of addiction.
• Discussion of the predictable signs and symptoms of addictions and the chronic course that they take if left untreated.
• Recognizing the difference between living a responsible lifestyle and those who honor the criminal code of conduct.
• Identifying one's own faulty belief system that prolongs, encourages, or triggers continued use of mind-altering substances.
• The ongoing recovery steps inmates can take following their incarceration to prevent the possibility of relapse and recidivism.
• Recognizing "triggers" that place individuals at greater risk for relapsing.
• The importance of total abstinence from alcohol and other mind-altering substances.
• The use of proper coping skills that prevent relapses.

Total acknowledgment of these issues and personal accountability of the choices the inmate makes is emphasized and expected throughout their AODA classes and in the RECAP program itself.

* Wisconsin State Law requires that if your sentence is 30 days or more, you must turn over all of your wages to the Sheriff’s Office. Paychecks are required to be mailed directly to the Jail from your employer. After fees you owe are deducted, you will receive the remaining balance.
