How do I post bond for someone?

Bail and/or fines can be paid 24 hours a day.

Acceptable forms of payment are cash and credit cards only(Visa, MasterCard, American Express, Discover). If a credit card is used for posting bond or payment of fines a transaction fee will be included from Government Payment Services, Inc.

Commissary

Commissary is available Tuesday and Friday and must be ordered the proceeding day. Funds must be available prior to ordering any items.

A new website for ordering commissary, called iCare, went live the first week of September 2022.

Court Appearances

When does my friend/loved one go to court?

All initial court appearances are conducted by video link between the Rock County Courthouse and the Rock County Jail. Initial court appearances can be viewed at the Jury Assembly Room of the Courthouse located at 51 South Main St. in Janesville.

Initial court appearance times are:

• Monday thru Friday 3:00 PM
• Child Support Body Attachments 1:00 PM daily
• Holiday Court is scheduled by the assigned Judge and can be viewed from the Sheriff's Office lobby.

The courts schedule all other court appearances for the individual inmate and information regarding court date, time, and location can be obtained by contacting the Clerk of Circuit Courts at 608-743-2200.

Disciplinary Process

Inmates are entitled to a due process hearing before sanctions are imposed. In the case of major violations, the inmate may be held in administrative confinement pending an investigation and disciplinary hearing. Disciplinary sanctions may include loss of earned good time, loss of privileges, or solitary confinement not to exceed 10 days per violation. Inmates have the right to appeal any disciplinary action through the chain of command.

Good Time

Every inmate of the Rock County Jail is eligible to earn good time in the amount of one-fourth of his or her term for good behavior if sentenced to at least 4 days, but fractions of a day shall be ignored. The only exception to earning good time is if the inmate is sentenced to the Rock County Jail as a condition of probation or has purge conditions. An inmate, who violates any law or any regulation of the jail, or neglects or refuses to perform any duty lawfully required of him or her, maybe deprived of a good time.

Indigent Inmates

Inmates who have no money will be provided soap, toothbrush and toothpaste, comb, three pieces of writing paper, and three envelopes, weekly. Any debt incurred by indigent inmates is subject to Income Tax Intercept and/or collection agency. Inmates found to be indigent will receive a weekly hygiene packet.

Inmate Health Services

The Rock County Jail has a twenty-four-hour-a-day nursing staff on-site and doctors who are available to review the inmate's medical needs three times a week. It is the policy of the Rock County Jail to charge inmates a medical co-pay service fee for medical, dental, prescription, and non-prescription services while they are incarcerated in the Jail.

Medical Co-Pay Fee Schedule

• Dentist $10.00
• Nurse Visit $7.00
• Prescription Filled $5.00 Each
• Over the Counter Medication $5.00 Each

* Reasonable follow-up visits and referrals to the Doctor will not be charged.

No inmate will be denied medical care due to the inability to pay or insufficient funds in the inmate's account.

Fees will be collected only for services requested by an inmate or if an inmate needs the medical care due to disruptive actions.

All fees will be immediately deducted from the inmate's account. If there are insufficient funds in the account the fees will be charged and the account will show a balance due.

Any money received by the inmate, except for bond money, will first be used to satisfy the inmate's debt with the Rock County Jail before any money can be used for commissary.

All medication is generally ordered by the Jail medical staff. However, medication from another physician may be accepted into the Jail only if it is delivered to the Jail in its original prescription bottle and is for the intended inmate. Medications will be reviewed, verified and approved by medical staff prior to being dispensed. The Jail medical staff will determine if the medication is needed, appropriate, and required.

Jail Ministries

Jail religious services are available on Tuesday evenings from 7 p.m. to 9 p.m. for A through D Units and Sunday mornings from 8 a.m. to 10 a.m. for E and F Units.

Both ordained ministers and lay people of the various religious denominations conduct these services. If an inmate requests a specific religion or minister, the Rock County Jail will make every attempt to meet the request through the Jail Chaplaincy Service.

If the jail is unable to contact a minister of a particular faith, it will be the responsibility of the inmate to contact the minister and have the minister contact the jail for a visitation time.

All Jail Chaplaincy personnel must be cleared through the Jail Chaplaincy Committee Coordinator and by the Rock County Sheriff's Office. No person will be permitted to participate in the Jail Chaplaincy Program prior to obtaining a security identification card from the Jail Chaplaincy Committee Coordinator and a card from the Sheriff's Department identifying the individual as a Jail Chaplaincy Committee member. Ordained ministers or laypersons that are not on the Jail's Chaplaincy list, requesting to visit an inmate will be limited to 30-minute non-contact visits. The visits will be held in the visiting booth. Each such minister/lay person must provide photo identification and documentation of affiliation with an organized religion or church.

Mail / Magazines

Mail Procedure: All Incoming and outgoing mail will be processed through the United States Postal Service.

Incoming personal mail such as letters, cards, drawings, and pictures will be digitally delivered via inmate tablets.

All incoming mail intended for inmates should be addressed in the following manner and must include the inmate's name and number:

All incoming mail envelope covers must be free of gang signs, drawings, graffiti, etc. If mail is received with extraneous markings, they will be marked refused and returned to the sender. Mail with lipstick or perfume will not be accepted. All incoming mail is subject to inspection. The sender of any incoming mail that contains contraband, illegal substances, and/or items that threaten the safety and security of the Rock County Jail is subject to prosecution under Wisconsin State Statute 302.095 - Delivering Articles to Inmate. Mail received for inmates who are no longer in custody will be marked "Return to Sender - No Longer in Custody."

All outgoing mail will be stamped "Mailed from the Rock County Jail."

Money orders should be mailed directly to the Rock County Jail.

Magazines/Publications: For security and control, inmates are allowed two (2) subscription publications, newspapers, books or magazines, to come to the Jail while they are incarcerated. Books must be soft covered. The publications must come directly from the publishers or distributors. Any other reading materials will not be accepted.

Pornographic material or any other publications, which have been reviewed by the Jail administration and deemed inappropriate or presenting a security hazard, will not be allowed in the Jail.

Messages / Telephone System

Can you give a message to my friend/loved one?

The Rock County Jail does not routinely accept telephone messages for inmates. If you have an emergency message (death in the family, major illness) that can be verified, we will make every attempt to pass the message on in a timely manner.

Inmates have access to a telephone and can make collect or prepaid calls. A kiosk is available in the front lobby of the Sheriff's Office and on the 2nd floor at the Rock County Courthouse to prepay. You can prepay with cash, credit, or debit cards. You can also go to www.icsolutions.com to set up a prepaid plan. Money Transactions

How can I drop off money for someone in jail?

Family and friends of inmates housed at the Rock County Jail are able to deposit funds into inmate commissary accounts utilizing the Kiosk Payment Acceptor located in the lobby of the Rock County Jail. The kiosk assists family and friends by eliminating the need to contact the Central Control officer. It immediately deposits the money into the inmate's account avoiding delays during holidays or weekends and making the money readily available for commissary purchases. Any deposits will be subject to the normal collections for debts owed to the Rock County Jail by the inmate.

The automated payment kiosk accepts United States currency in 5, 10, 20, 50, and 100 denominations, debit cards, and credit cards for funding a jail resident's Access Corrections account. Deposits may be made in the lobby area seven days a week, 24 hours a day. There is a convenience fee for utilizing the lobby kiosk. The fee will be deducted from the amount deposited into the inmate's account for cash transactions.

Convenience Fee Schedule:

$5.00 - 300.00 = $ 4.00 Fee

$301.00 - $500.00 = $5.00 Fee

$501.00 - up = $6.00 Fee

• Family and friends will have to know the Inmate's Rock County Jail inmate number and full, correct name to deposit funds.
• Funds deposited take up to 24 hours to be credited to the inmate's account.
• A receipt will be issued from the Kiosk to the person depositing the funds.
• If there is an issue with a deposit, please notify staff and they will contact the vendor.

Family and friends of inmates are also able to deposit money into an inmate's account online at ICSolutions.

Property / What's Allowed / Picking Up and Dropping Off

Articles found in the inmate's possession that are not on the list below will be placed in property and can be signed out.

All property brought in for inmates must be accompanied by an Incoming Property Receipt form and this form must be completely filled out by the visitor, listing all property being given to the inmate. All incoming property is subject to inspection.

You will be required to show a picture ID or driver's license when picking up and dropping off property.

Any person who delivers incoming property that contains contraband, illegal substances, and/or items that threaten the safety and security of the Rock County Jail is subject to prosecution under Wisconsin State Statute 302.095 - Delivering Articles to Inmate.

All other items allowed into the jail system are either provided to the inmate upon admission or are made available for purchase through commissary.

The following allowable items will be accepted into the Rock County Jail:

All Inmates

• Religious medal/necklace not to exceed one inch diameter or one inch in height. No more than (1) and not to be made of string and no sharp edges.
• Photographs: Unframed and no larger than 5" x 7". No Polaroid photos.
• Plain wedding rings or bands. NO PRECIOUS STONES.
• Magazines, newspaper and books. Please see facility Mail/Magazine information.
• Soft Covered Bibles, Quran or Torah.

Inmates attending jury trials or similar appointments may receive the following clothing:

• Prior approval is required from the Captain of Court Services.
• The Captain can be reached at 608-757-7967.
• One dress coat
• One shirt
• One pair of pants
• One "clip-on" tie
• One pair of shoes
• One dress or suit (female inmates)

Release from Custody

Upon release from custody at the Rock County Jail, an inmate will receive the remaining funds on their trust or phone accounts in card form.  This card is activated as soon as the person is released a can be used as a debit card.

If an inmate is being released to another county, a check with their remaining balance will be sent via mail to their new location. 

An inmate may have a check issued to any person upon filling out the proper paperwork (checks must be $10 or more).  These checks can be picked up at the front lobby only on Wednesdays (the person picking up the check must have a valid ID).   

Commissary ordered prior to release may be picked up during normal business hours.

All Inmate visits are conducted through video visitation provided by ICSolutions. Visitors need to set up an account with ICSolutions in order to visit or deposit funds on inmate accounts.

Accounts can be set up by using a Kiosk in the front lobby at the Rock County Jail, or by accessing the internet at www.icsolutions.com. A photo I.D., and an email address or phone number is required to set up an account. Once an account is set up all visits are scheduled via the kiosk or the website. Visitors may deposit money for inmates by using the kiosk or via the website.

Inmates are allowed one free 30-minute visit per week. Friends and family may purchase additional visits during the week. The cost for additional visits are as follows:*

• $ 7.50 when using the kiosk in the front lobby of the Rock County Jail
• $ 7.50 when visiting remotely (via the website)

Visitation is conducted 7 days a week during the following hours:

• 7:00 AM – 2:00 PM
• 3:00 PM - 10:00 PM

The Gang Intelligence Unit (GIU) at the Rock County jail has been established to identify and investigate local gangs and gang members.

Training and presentations are available for free of charge to non-profit organizations.

All volunteers that have interactions with inmates must complete an application. Once approved, volunteers will attend an orientation to review policies and complete mandatory PREA and Security Awareness training. PREA training and Security Awareness training must be completed annually by all approved volunteers.

What is Jail Programming?

The Rock County Jail offers various programming opportunities. Programming services are provided by volunteers, contracted staff, and Sheriff’s Office Staff. The Treatment Coordinator works collaboratively with mental health, jail reentry, classification, and administrative staff to expand programming services available to all individuals housed at the Rock County Jail.

• Variety of certificate eligible classes on the tablets that are assigned to all inmates.

The Jail Re-Entry and Treatment Services is a program designed to facilitate collaboration among the criminal justice, behavioral health, substance treatment systems and other social service agencies for individuals who are being released from jail into the community. Referrals for the Jail Re-Entry program come primarily from jail staff, outreach based on booking information, and inmate self-referrals.

Services include assisting the individual with:

• Linking clients to medical, substance use, mental health and other community services
• Housing and sober living needs
• Case management in the community
• Medication assisted treatment (vivitrol) within the jail prior to release

Anyone currently incarcerated at the Rock County Jail who reports reentry needs and are releasing to the community. 

This service is free of charge.
